If a listing says against Quantity: "You will get 100Pcs of this item at the list price" and the bid is $10, will the winner pay $10 for the packet of 100 pieces, or will you pay $1,000 for the packet ($10 x 100 pieces)?

It's seems fairly clear to me that you'll receive 100pcs for $10 (assuming that's the winning bid).

If the selling says he/she has quantity 100 of that item, I would assume to pay the bidding price for 1 item, then choose the quantity I need and multiply that qty x the $10/per item.
