before buying you need to ask the Seller if they offer combined postage at a discount price?

under ebay rules a seller is not obliged to offer postage discounts, but a good seller, especially of such 'like' items, will offer discounts, but you need to ask BEFORE committingto buy

Why do we pay postage at the single item rate, when purchasing multiple items that can be sent in the same small package.

Because sellers do not have to give any discount for sending items together as long as you agree to them doing so by paying on a combined invoice.

If you want you can buy the items individually and pay for each one separately, preferably using a friend or relatives address for some of them then the seller will have to send in individual lots and will also have to pay the flat rate 30c Paypal fee on each payment.
