When a seller claims there is nothing wrong with the car he is selling but states NO RETURNS and i find out it's aheap of garbage what recourse under Australian law do i have ,considering ebay is a buisness. Can i get a refund?

The fact that eBay is a business is irrelevant.

You are not buying the car from eBay.

At least now you are focused on pursuing possible available restitution with the correct entity.

Get mechanical checks etc before you buy etc

Your answer is too complex to answer here as there are many factors to consider including the qualifications of the seller - ie are they a professional car seller or is it Aunty Joyce selling a car in a one off situation.

As Motor Vehicles are a pay on pick up item you do not have any protection. The time to decide whether to go ahead with the deal is when you see the vehicle. You do not pay if you are not happy with the car, simple as that. If you have paid then sorry you do not have any recourse.

Even after bidding has closed and i have won, can i refuse to take the car when i go to pick it up as the discription given was a lie?

If you go to pick it up and the item is not as described in the listing, you can walk away and not pay.

I have tried to contact the seller about having a look at the car but have had no response.
