The no refunds policy applies to change of mind sales, as long as you pay with a safe payment method and dispute and claim within the allowed timeframe you are covered for items not as described.

You are covered through Paypal for 45 days after payment, so if it is still within that time, you can open an item not as described claim if the item does not match the listing description.

otherwise, if you funded the payment with a credit card, and it is past the buyer protection limit with Paypal, try your bank for a chargeback. You will need to return the item at your expense tracked though for a refund from either of those claim processes.

have you talked to the seller and described the problem? That is step one, but do not let your buyer protection time run out.
