Tell your friend that as it was not an ebay transaction then it has nothing to do with ebay and they will not help.

As for the payment if paid by bank dep then so sad to bad there is no protection with that form of payment so your friend would need to go to the police with all the details they have on the seller and see if they can help.

If paid with paypal then there is 45 days to open a dispute for not received or not as described from date of payment.

We dont own the sellers on here, this is just a member forum, you are not talking to ebay here, and as earlier advised , they won't be able to help you with this transaction regardless.

IF you have the correct seller ID then they were registered in Hong Kongbut are now no longer a registered ebay user.

What makes your friend think that there would be any redress through ebay for a company with financial problems in Hong Kong?

Did your friend pay for the item by Paypal? If so, buyer protection would still apply. She would need to open a Paypal dispute via Paypal website.

Anyone can register to sell things on ebay.

Even you or your friend could!

Then just imagine you were selling some items on ebay, plus you went off to a market and had a stall where you sold a few more of the items. Would ebay have any control over your stall? Would it even know about it?

The one responsible for the things being sold would be you; not ebay, not the place where you had the stall.
