I bought a few cushion covers from a seller in China but theyve since been banned.

Yes, you can get a refund. If the seller is showing not a registered user on their feedback page, I think the quickest option is to open an item not received case in PayPal and escalate it as soon as you can. If it takes more than a few days, give PayPal a call and say the seller is no longer registered on eBay and they should refund you while you're on the phone.

Thank you *tippy* toes* I rang the resolution centre & the seller has been given 10 days to respond or I'll be refunded on the 11th day.

I spent over an hour clicking what I though to be relevant steps but never thought to ring paypal.

yeah what tippy toes said , also ebay give automatic refunds for purchases under $20 if that is applicaple to your case
