If this is your selling account then you will have listing restrictions until you can prove you are a reliable seller. You can only list/sell 30 items a month, regardless of how many free listings are sitting there.

Probably because the person who bumped it searched for free listings and clicked and replied on the first one they came across. Being a first time poster, it happens.
