Paypal handling fee

While checking on a listing the seller states in her auction that bank deposit preferred but if paying by Paypal a handling fee of $15.00 would be charged to pay for time to access account and transfer monies to her bank account.

Is this allowed????

No.

A seller can say that there is a discount for paying by bank deposit, but they can not charge more than the listed price for PayPal. (Also, I wish I could get paid $15 for taking about 30 seconds to click a few buttons :8} ).

If it is for a pick up only item the seller may have done this to put buyers off choosing Paypal which is completely unsafe for both buyer and seller. I would be inclined to just leave it if that is the case although there are much better ways of making certain they only use cash on pick up.

If it isn't a pick up item then definitely report it as it is against both ebay and Paypal policy to add any extra fee for using Paypal.

It is a pick up item so I will just leave it as such. Would also love to make $15.00 for just a few clicks on the buttons! Cheers

I agree but does ebay enforce this or paypal. I think it is a joke concidering it does cost to accept different payment options

I can't say they've acted on every report, but I'm pretty sure they're fairly active with removing listings for the same or similar policy breaches. It helps that it's ultimately bad PR for PayPal, since it overtly discourages the use.

Offering a discount for other payment methods has the same end result, but it elicits a slightly different impression - buyers aren't being told they have to pay more, just that there's an option to pay less, which is a positive incentive. In saying that, it's a tactic sometimes used by scammers to get people to pay by bank deposit, and I think some buyers would mistrust a seller somewhat for offering it (even if just on a subconscious level).

why would a pick-up transaction be unsafe for either the buyer or seller?

to me, the buyer inspects the item before they decide to hand over the readies (cash). whats so unsafe about that?

and the seller gets their dosh, no chargebacks!

seller says Bank Deposit prefered, as a buyer i'd prefer to see the item before paying a pick-up item.

For OP purposes, the whole of PJ's post needs to be read as it states;

This means, choosing Paypal to pay for a pick up item, is not wise, it is always better to pay CASH after inspecting an item. Cash is also a better option for the seller.

I disagree

For pick up items PP is unsafe. If somebody pays with PP and then goes to pick pick up and finds out it is SNAD they cannot try to do PP claim as there is not PP protection. For seller it is unsafe because if somebody pays with PP from their CC, and 6 months later do CC chargeback the seller has no proof of posting, so they will lose.

And that is what PJ written, if only read the whole post.
