Alice you used the word "official"...............13.4 looks official 😐 ...it comes from APs terms and conditions....... big words I know... would you like me to maqke them easier to understand ?????

BTW it refutes your claims ..... (given already that it would be against consumer laws to sell/advertise an item as a prepaid postal article that carries a maxixmum weight and then try and charge more when it was used unless it exceeded that maximum weight!!!)

It tells me that an item that was purchased as a prepaid article is "deemed" to be the amount that would have been payable if it had not been impressed with a postage prepaid imprint..................

simply put "postage paid" means postage paid regardless of original purchase price ie. a 3kg prepaid bag that was bought before a price rise will still carry 3 kgs after the price rise. The $ amount that is attached to the 3 kg bag is superflous. The important bit as stated in the terms and conditions is the AP customer has prepaid for 3 kgs of freight to be dleivered anywhere in Australia

REGARDLESS OF WHAT IT COSTS AP TO DELIVER AND REGARDLESS OF WHAT THEY RAISE THE PRICE OF 3 KG BAGS TOO.

13.4 For the purpose of theseTerms and Conditions, the amount paid as postage on an Australia Post prepaid product shall be deemed to be the amount that would have been payable on the article if it had not been impressed with a postage prepaid imprint.

For the purposes of this clause, "Australia Post prepaid product" shall mean those products which are printed or impressed with an imprint to the effect "Postage Prepaid".

So Alice if you could link me to your official information in APs terms and conditions..that would be great..............

However I will not hold my breath

............ re the fertilizer..... if you treat people like mushrooms.... what else do you expect???

I think 9just quietly) you are getting your clauses a little mixed up... the one below allows Australia Post to charge extra on prepaid items that do not comply with the conditions of carriage ie. they are overweight for the preaid weight designated or the prepaid item is attached to an item with bigger dimensions than the bag but weighs under the target weight

13.5 Postage prepaid articles which do not comply with the conditions for carriage shall be carried at a rate of postage applicable to the article at the time of lodgment. In assessing the applicable rate of postage, a credit shall be given for postage prepaid on the article which shall be an amount equivalent to the purchase price of a single like article at the time of lodgment. Where the amount credited is less than the applicable rate of postage the difference shall be affixed to the article by postage stamps.

Hi tchi6

When there are price rises for our prepaid products there is always a grace period where old satchels/envelopes will be allowed through without incurring underpaid mail charges.

If these satchels are a couple of years old as you have stated, that grace period will have passed because there have been a few price rises in the meantime.

If you were to send them now without adding extra postage you would likely receive an underpaid mail bill back for the difference in postage plus an administration fee.

If you know how much you paid for them originally you could put stamps on the satchel for the difference, or personally, I would just bin them as not worth the risk. It is your decision though.

Alice

Alice, are you are of any public information that is available for customers about the "grace" period - is it in the terms and conditions.

Also, as there is no expiry date on prepaid products, is the OP able to return the unused satchels to Australia Post for a credit towards other current prepaid products ?

I think it would be quite unlikely that you would receive an underpaid mail notice for using these. It would not be worth the trouble on AP's end.

Just give it a go, worst case scenario is that AP sends you a bill for $1.50 and the price difference.

Definitely worth taking the risk.

I think the reply from Alice on behalf of Australia Post should be challenged. A prepaid product is a prepaid product. Australia Post have had the use of the purchase price without being required to deliver their part of the bargain.

I have certainly never seen any reference to a "grace period" and Australia Post would be on very shaky grounds if this was referred to an ombudsman.

On practical grounds, I am still using up some 500 gram satchels I have had for over a year - how would Australia Post really know whether it had been sitting in a post office and recently sold?

I have been billed for other people's mail many times from Australia Post.

Send them a letter requesting photographic proof. When they are unable to provide (usually are too lazy to), then they will waive the charges..

I think it would be quite unlikely that you would receive an underpaid mail notice for using these. It would not be worth the trouble on AP's end.

Just give it a go, worst case scenario is that AP sends you a bill for $1.50 and the price difference.

Definitely worth taking the risk.

Actually, I believe that if you underpay postage and it is picked up, the item is changed to COD, and the COD charge becomes applicable. Which is quite a bit.

Not sure where you heard that from but that is not correct.

I have received many underpaid mail invoices in the mail over the few years. The bill includes the price deficiency plus an admin charge of $1.50 per article.

This is billed to the sender provided the sender's address is written on the package, if not, then the package will be held at the receivers post office where the PO will release the package once the receiver has paid the price deficiency.

I'd really like to see the basis for Alice's earlier post.

Sure - if its a pre-paid envelope with a face value of 55c and postage is now 60c then I would expect to pay the extra (in fact I have a shoebox full of prepaid envelopes with 37c on them which we are about to start using ... just stocked up on low denomination stamps to make up the difference - am told by myPO there is no problem).

I do know that when the postage price increases AP have in the past allowed a smallish window when they don't apply penalities - eg when the basic charge wnt from 55 to 60 cents.

But with the red satchells - they are a specific pre-paid service, Would have thought they would have an indefinite lifespan even though those satchells are no longer available - OR - Australia Post should be prepared to buy them back. Haven't seen a notice for either yet.

.
