Can anyone point me to an ebay listing with a template that passes the No Active Content test. The only listings I can find that comply are the ones with just basic text and no template.

Try this one

https://freeauctiondesigns.com/

edit - you'll also have to remove the view counter on your listings

Thanks for your reply

There is no way to remove the counter. I am guessing it was inserted through Turbo Lister but I cant find any way of getting rid of it in the "revise your item" form.

I spoke to Customer Support about the Active Content issue and they said that listings with Active Content will not be removed so I might not revise any of them. As far as I am concerned it is becoming all too difficult to sell on ebay. They are not offering any assistance really.
