    <description>&lt;P&gt;Their seller protection is the biggest drawing card for me (not that it isn't without issues, of course, but what they do offer on eligible transactions is much better than any other payment processor for card-not-present transactions), that and Australian buyers still seem to prefer it by and large, so I'll continue to have it available on my website unless / until it falls into irrelevance. The main issue I have with this is that the percentage-based fee isn't really there to cover the costs of the actual processing (ergo eliminating the argument that they've still processed the payment regardless of whether it's refunded, and I can't really figure a $20 payment costing PP less than a $200 payment, particularly given any currency conversion fees are paid on top of that). Larger sums of money of course represent higher risks if disputed (risk for PayPal that is, if it is a CC chargeback that's eligible for protection), so if the payment is refunded, that risk is gone, but with this you're still paying for the "insurance" (I'm sure only some of it is for that, but I agree - honestly the "&lt;EM&gt;we're going to keep the money because....uhh....we deserve it for all this other stuff we do&lt;/EM&gt;" seems a bit lame &lt;img id="smileylol" class="emoticon emoticon-smileylol" src="https://community.ebay.com.au/i/smilies/16x16_smiley-lol.png" alt="Smiley LOL" title="Smiley LOL" /&gt; ).&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;On the whole, I do think they currently add value for businesses, though, as their overall reputation is still pretty positive and there are consumers who will be more inclined to trust shopping at a webstore if they offer PayPal (the buyer protection available has been hammered home well, and PayPal is typically offered vountarily outside of eBay). Then there's the refunded returns scheme, which while not massively prevalent, is still something a website can advertise and use to help mitigate some issues surrounding returns.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;I got an email this morning saying that they won't be returning fees on refunded amounts.&amp;nbsp; My friend got it to so I assume it's genuine, but it's not in the section on upcoming policy updates.&amp;nbsp; What&amp;nbsp;&lt;EM&gt;is&lt;/EM&gt; in that section is that currency conversion fees went up to 4% on 4th September.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I don't understand it because this is the same change they announced months ago and then backtracked on.&amp;nbsp; This is what the email said (or part of it):&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Earlier this year, we notified you that we were updating our User Agreement to change our refund policy. We want to let you know that the policy change is going into effect beginning on 11 October 2019.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;In line with industry practice, and according to our updated policy, we will not charge a fee to process refunds, but the fees from the original transaction will not be returned. This policy will not apply to duplicate transactions, voids and most disputed transactions.&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;</description>

      <description>&lt;P&gt;I also got the email. I was also under the impression they had backtracked on the fee thing.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I believe the email is genuine as it calls me by my 1st and last name, not Dear PayPal member, that I've had when I've received phishing emails. I still never click on any links though, even if I am sure it's 100% genuine.&lt;/P&gt;</description>

      <description>I won't click on any links in paypal emails either, regardless of how genuine I think they might be. I signed in to my pp account and then tried to find what I wanted.&lt;BR /&gt;&lt;BR /&gt;In the user agreement I found where it said the fees wouldn't be returned but when I went to the user agreement I didn't click on the relevant country so I don't know whether I was looking at the terms for Australia or some other country.&lt;BR /&gt;&lt;BR /&gt;I guess we'll find out soon enough whether they are going to stop refunding the original fees paid. Thankfully I have very few instances of needing to refund the full amount.</description>

      <description>&lt;P&gt;It's Paypal, not eBay tazz.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Paypal have always charged fees on the entire transaction, and don't provide any sort of postage service.&lt;/P&gt;</description>

      <description>&lt;P&gt;You could be right Digi.&amp;nbsp;&amp;nbsp; I have no reason to look at it from the point of view of a merchant.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I only ever used it to transfer money between family members in Australia, Canada and the USA until I joined ebay and happily used it whenever I could.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I also pay all my bills online and only recently discovered that I could avoid the dreaded credit/debit card surcharge by using paypal.&lt;/P&gt;</description>

Once such sellers stop getting funds to their PP accounts, they will no longer be eligible for loans because it's based entirely on how much you receive in payments. I also use my PayPal account to purchase stock (outside of eBay, of course), because that's where a lot of my funds go... No funds in my PayPal account, maybe I'll still use the account and fund the payments via card, maybe I won't (i..e. volume of payments received falls, volume of payments made falls).&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;They would also be losing some market share to services like Afterpay, and in turn that will be making people more comfortable with using their CC's online (in circumstances where it doesn't cost them, anyway, but a lot of the time that will be an easily dismissable cost as it's usually 1% or less). Once eBay makes the switch - and if the stats about this site being the most vistited shopping site by far (within Aus) are correct - people may become even more comfortable with using them elsewhere.&amp;nbsp;&amp;nbsp;&lt;/P&gt;</description>
