If I, as a seller, keep my PayPal account as close to zero dollars as I can , what recourse does eBay have to refund a seller who unreasonably lodges a not received complaint?

Wouldn't Paypal take the money out of your linked credit card or bank account on eBay's behalf?

I assume you uploaded the tracking which proves it was delivered to the address the buyer gave in PayPal?

If no tracking and you cannot prove it was delivered, s mentioned, if there is not enough in Paypal, then the money will be taken out of the card/bank account linked to it as eBay will always believe buyers over sellers
