Ebay gives me 2 phone numbers to choose from, one under Purchase details, one under Postage details. Sometimes they are different. Anybody know where these numbers come from, which is most up to date in the case there are 2 cellular numbers?

Ring them both and find out.

I find I don't need phone numbers unless somebody is picking up, at which time I give them mine.

This has been going on for a few weeks now - but you should choose the number under "postage" - you will notice that it is normally a mobile number - most buyers would be unaware that both numbers are shown, but I am sure they would prefer the mobile no.
