Promoted Listings

Hi there,
I have been selling for a couple of months now. According to my rating in Ebay, I have an 'Above Standard' rating. This, however, doesn't appear to allow me the ability to PROMOTE my listings 😞
I'm using a Laptop to list my goodies, is there a special link that I need to click to set this up or am I too much of a Newbie to do so.
I can't see anything to click on the drop down Sell it Faster either from mu Dashboard.
Love some direction here, please, if possible.

'Above standard' doesn't really mean anything.

I've never sold on this account, and yet it shows me as an 'above standard seller'

Promoted listings involve an extra fee when they sell.

Be mindful of that.
