How do I access Postage funds?

I have sold an item, the buyer paid $15.75 for postage and i sent the item in a post bag that i already purchased prior. The amount that has been transferred into my account is less the $15.75 that they paid for postage, and now I am out of pocket.
Does anyone know how to get ebay to transfer the postage amount?

Are you sure the amount they transferred wasn't the full sale price plus postage, but minus the Ebay fee's, which for that item would be close to the same $ value

The price of the item was $120 plus $15.75 postage.
My ebay account says seller paid $135.75
ebay has transferred $117.26 (i assume it was $2.74 fee and not $18.49 ??)

I have also added the tracking number details of the postage parcel that I used to send.

The fee is somewhere around 13% of the total. Not sure where you get 2.74

I remember when it used to be 10% FVF
