Blocked bidder list

I blocked a ebay member because of unintelligible questions (several) on the 16th June

now he is back with similar questions. Is once blocked always blocked or does ebay restore their ability to bid? How do I re-establish them as a blocked bidder?

My understanding is they can still send you messages, just can't bid, buy or make offers. But open to correction on that

Do you have your blocked bidder list also set to block messages

They remain blocked unless you unblock them. You can also select to block messages as well.

Otherwise, tell him he is blocked and won't be able to bid or buy your items.

He is still sending questions, even after blocking messages, it seems if he has a previous message he can just reply and by-pass any blocking.

Correct, once channel is opened it stays open. But at least he can't buy. Just ignore them
