Auto Combined Shipping not working

Howdy everyone,

Seeking help with activating automatic combined shipping for buyers in their carts who are purchasing from multiple listings. When i purchase multiple listings from other sellers, the cart automatically updates discounts the shipping for each item to then form a total of one flat rate total.

(i.e shipping is $2 for each item, however have add to cart 10 different items, shipping automatically calculates to 20cents each for each item/listing)

I have tried to update shipping preferences (flat rate $0 for additional, calculated etc), however the cart still charges the flat rate shipping for each listing.

Have been refunding buyers manually but i am sure there is an easier way.

Doesn't work if buyer is using the app.

Doesn't work if you have markdowns/promos extant.

I think that it also doesn't work if you have "immediate payment required" enabled. Well, at least buyers cannot request a total and by the same reasoning the total price for single items cannot be changed.
