Ad Fees for July and September

We normally setup promoted listings to be 3% across listings. We started campaign at the beginning of the month and ended the end of the month.

For month July and September (August is fine) - we have been charged between 10-25% of ad fees with average for July is 15.49% and September 13.56%.

We have contacted eBay from October about 10 times requesting the settings for the campaign for those two months, they always just 'getting back' to us and usually nobody follow up.

Anyone experience the same issues?

Have you taken into account the base fees?

Have you checked that your promotions were actually 3%, not what eBay recommended?

Can't help further. I don't and won't use promoted listings.

The campaign for Sept and the previous months disable thus unable to see settings once it was ended. I checked this early October.
