It is an account verification system, in which normally 2 deposits are made into your nominated bank account. The amounts will be both a matter of cents, which you must then confirm with ebay, or whatever entity is involved, as such verifying that the bank account details you have provided are correct.

Note it is a worldwide system, not confined to ebay, and has been operating for many years, originally you got to keep the deposits, but now days the deposits are normally accompanied with a code, that automatically refunds the deposits to the sender, when the verification process is complete.
