Why all of a sudden am I getting Payment on Hold, I have to wait until the buyer says they have received it and then ebay will pay me. Most of my items I try to keep to the lowest possible cost (so it's without tracking) so if the buyer says they have not received the item I don't get paid and the buyer gets a refund and the item. I can't find a contact for ebay to ask what and why this is happening??

Probably due to tracking metrics.

Sellers who are not consistently uploading valid tracking may have funds from their orders placed on hold until a tracking scan from the carrier shows that the item is on its way to the buyer

This may apply to sellers whose valid tracking performance - opens in new window or tab is below 95%
If no valid tracking is uploaded, funds will be held until 3 days after the latest estimated delivery date has passed

Note, without tracking, you will never win an INR case.

But you have been given accurate information from gutterpunkz

They know what they are talking about

And no matter what, if a buyer opens an item not received case and you do not have tracking, they will win every single time. That is policy and how it has always been , well before Managed Payments was a thing

It's $5.50 for a tracked letter, and you're charging $5 for postage, in some cases $5.50 anyway.

Surely you can use tracked letter postage to solve the problem.

Just bump the postage to $5.50 and upload the tracking number.
