I refunded a buyer and cancelled the order which was originally 200$ but ebay took off 15$ for fees, so I refunded the buyer in the end, do I have to be the one to pay 185$? Or does Ebay pay for the refund? Because my available balance in the payments tab says NEGATIVE 185$, somebody help me please

If you cancelled the order, eBay would have refunded the buyer less their fees. So you would be $185 in the hole, which is the nett of what you were paid.

However, as you appear to be new, eBay will have those funds on hold. Given you cancelled, eBay should apply those funds to your current balance. If they don't you might need to talk to eBay.
