I have two buyers who have elected to do local pickup instead of me posting items to them.

How do I ensure eBay doesn’t charge me a percentage of the postage fee ?

IF you have included local pickup as an option, and IF you show postage separately, it shouldn't be an issue.

If you use 'free' postage, you will be charged fees on the listed price.

Refund the postage amount via ebay.

If you have local pick up as an option, the buyers nee to select this through checkout. You will also need the buyers to provide you with the QR pick up code when they come to collect, or you leave yourself open to item not received disputes.
