Are others having this problem, i am in Australia, and every time a buyer in a south American country wins an auction, they do not pay

I would not run the risk of selling to South America, so no

I hope you are reporting the non payment and blocking them

There have also been several Australian accounts that have been hijacked in the recent past by scammers in Brazil which eBay refused to act on

Interesting question. I can't say if the people there are more likely to be non payers than anywhere else. But I think you probably may have dodged a bullet or two.

At least if they haven't paid, it's easy to deal with. Much harder for you if they did pay, you sent it, then they come up with complaints and problems & are unhappy or unreasonable once it arrives.

If you are consistently having problems with certain countries, why not just block them from being able to buy?

This should not concern you.

By leaving positive feedback for non payers it seems you regard not beiing paid as a positive experience.

I sell to South America regularly.

It's very expensive to send to some countries in South America, and their customs clearance can take forever. But, I have never had an issue. I have a regular customer in Chile and he is one my favourite people to deal with.
