I thought I'd share this for anyone who is having the same problem. I know eBay doesn't pay out to PayPal anymore, but many of us take in sales from other sources which do (eg. our own website).

Go to this link in your browser after logging into PayPal:

It's the direct link to the bank transfer screen.

For the past week or so, the transfer funds to bank account function has been missing from my PayPal dashboard, both on the web and in the app. The customer support lady on the phone got annoyed with me because she kept telling me where to look for it on both platforms and I kept insisting it wasn't there. We got quite frustrated and impatient with each other, and if you know the CS people in the Philippines - that is not easy to do! In the end, I sent them screenshots at their request and it's been several days since.

But by watching a video on YouTube, I was able to see the URL of the page and it worked.
