Can I delete/cancel the sell if the item if I am the seller, and the item hasn't been paid for? Cos I'm pretty sure I have a scam buyer that has purchased my item, and I can't be bothered waiting for eBay to tell me he's a fraud. That's already happened three times with this one item, and I want to relist and restrict purchases to Australia.

Yes,you can 8 days after the auction ended.

wait 4 days, open non payer dispute, wait further 4 days, close dispute,

then you can relist

Zorana , do not sent to an address the buyer just emails or messages you. ONLY send to the address in the Paypal payment advice. That address with registered/trackable post will give you full PayPal Seller Protection, no other address has any protection at all.

If you are going to relist with the buy now price then set it up so when the buyer clicks on buy now they will have to pay straight away.

Until they pay with paypal the item is still active for anyone to purchase and pay.

This is called Immediate Payment Required.

When you post it make sure you use registered post so you have proof of postage and can see what it has been delivered and signed for.
