So, does PayPal accept Austpost's new standard tracking as proof...

Or do we always need to also purchase the signature on delivery sticker for an extra $2.95 per package?

I hope someone knows, would prefer to not cut into meagre profits... ]:)

when paypal were asked about this they didn't even know (last week) that Australia Post no longer offered Registered Mail for Parcels, so I guess they don't know what / how they cover parcels within australia anymore themselves.

Thanks Putney. I'm inclined to just go with the new standard tracking on low value items and see what happens when a scammer eventually tries it on.

I use eParcel, it has a tracking number, I have never had a claim so have had no experience with Paypal as to whether they accept it or not. Does anyone else use eParcel and have they experienced a claim? does Paypal accept it?

Yes eparcel is sufficient for Paypal as is C&S.

I hope the new standard tracking is not sufficient, it is far too open to abuse by sellers if the actual address is not shown on lodgement or in the tracking.

I don't accept that most buyers who make claims are trying it on, a seller who doesn't have tracking to the buyer's address cannot possibly know if a parcel has arrived or not so it is up to the seller to protect themselves by using a delivery method that proves they have posted to a specific address.

For cheaper items under $50 basic C&S with the ebay branded satchels is still cheaper than standard tracking with signature.

I believed PayPal will except that BECAUSE I just lost a Item Not Received claim for $1,360 as Buyer when Seller sent the item to me with Regular Post No Tracking. Ongoing FOS at the moment.

Had you called Paypal and told them the tracking only confirmed tracking to a mail distrabution centre they would have given you the oportunity to appeal or they would have offered a discretionary refund, why would you waste the taxpayer's money using a publically funded service before trying to get a resolution through Paypal?

What?? Someone sent you something of that value without registering or insuring it? Did you pay them on the understanding that they would do so?

FOS advised me to lodge complaint with them as well as email them and cc myself as a proof.

The requirement 3 for SPP proof of post need not include the buyers address and it definitely is not required to show delivery to anywhere....

You are required to prove delivery to the carrier. ie a regular postal receipt with the date posted and the buyers postcode

The requirement 4 for SPP ie You must post to the buyers address stated on the paypal transaction summary cover can be substantiated easily with a statutory declaration

This has always been the case.

Paypal has not changed their user agreement or policies but I note a few that have seen the light

The more people that lodge complaints re paypal's SPP obfuscation the sooner that obfuscation will stop or at least be addressed by an entity that can elicit change

Can someone explain to me what people think the ombudsman is for, if not to resolve disputes between people and corporations?

Why is it wasting their time to contact them re a dispute when that is their actual function?

There is nothing wrong with even going to them first, even if its just to get advise on how to proceed or deal with a company. I contacted the electricity ombudsman recently before making a complaint to my power company because all the supervisors were on lunch and the girl I spoke to wouldnt take my complaint seriously. I didnt feel like just waiting around and calling back in the hope that they would be available.

The ombudsman made sure they took my complaint seriously and made sure they contacted me within a reasonable timeframe.

Thats their job.

Once you mention Ombudsman to any business it is amazing how fast they resolve a problem...

I had one of those cash back vouchers worth $200 due to me... they said 10 weeks... 12 weeks later and it was still not here and there was no explanation other than that there seems to be a problem...

I called them up and said they had one week to get them too me or I would make THAT call....

one week to the day they arrived... B-)
