In the section where you select a postage service & price, there should be a link next to the heading that says Add or removed options. Click that and a window will pop up - make sure that the local pick-up option is ticked, then save. No Postage, local pick-up only should then be able to be selected from the dropdown menu for postage options (where it says flat rate, calculated etc).

If you have the business policies version implemented on your account, the process will be similar to the above after you click to create a new policy.

(PS - select Pay on Pick-up as the payment method if you will accept cash on pick-up, rather than cash on delivery. You may need to click add or remove options there too).

there shou7ld be but there isnt neither is there a 'ceate a policy optio as one answer suggests

Are you saying that you don't have the Add or remove options link?

This is where it should be:

The option for pick-up only isn't available by default, but you can access it by clicking that link and including it in your default options - if that link isn't appearing on your page, you could try re-loading the page, switching browsers, clearing cookies/cache, or updating java, otherwise you would need to contact eBay and report a technical error.
