Can I open a New Ebay Account using the same email address and same other personal particulars

You can open a new one with all details the same, except for the email address.

That needs to be different.

you can then link the new ID to your existing Paypal account too.

You can also redirect emails from your new email account to your old one which saves looking up two email accounts. Once redirected you can have the emails automatically deleted from your new account.
