So many items not received internationally! Which countries to ban?

I've received so many people telling me that their item has not been received from various countries like RUSSIA and ISREAL.

I also had another case from China where this guy looks like he/she is buying the item then asking for a refund anyways and demands that he be paid directly thru paypal because he/she used a "coupon" to purchase on eBay and looking at their feedback.. it shows he done it quite often and complaining he used a coupon and did not received a refund because of it.

So I went ahead and prevented my sale purchase from Russia, Isreal and China. Is there any other internationally countries I should ban?

I seem to do well in US, UK and Canada and perhaps some other countries, but because of this defect system I would rather remove countries with bad reputation with postage so I won't get a stupid defect point for reasons like this.
