Why can I not leave feedback, indicating that buyer bidded on item but then refused to pay.

because them's the rules - you can only leave positive feedback for a buyer or none.

If the buyer did not pay, follow the non-paying process to give the buyer a strike - block the buyer from buying from you again - protect other sellers who have their blocks against buyers with strikes

As said, to block buyers hover over account tab, select site prefs then buyer requirements.

Show n edit to the right, set blocks and save.

The Blocked Bidders List is at the bottom.

To open an unpaid case to get your fee back, select resolve a problem to the right of item in your sold list.

You already left postive feedback with a negative comment re non payer which is against ebay policy.

Perhaps you should have asked prior to doing that.

Which would you rather have?

Ebay saying a transaction took place so you can leave any feedback you want, the buyer can do likewise and you cannot get your fvf back.

Ebay saying the transaction is cancelled so you get your fvf back and no feedback can be left because it is as if the transaction never took place.

I know which I prefer.
