To access promotion tools:

Select Manage My Store on the left side menu in myeBay selling view

The next screen should allow you access to the Store Marketing Tools listed on left side menu under Store Marketing and Item Promotion including a link to Mark Down Manager

Thank you but it is "Promotions Manager" that I can not find not :Mark down Manager" I have Mark down manager.

Under the categories I posted above there are several promotional tools - including promotional flyer, store email marketing etc

I am not familar with "Promotions Manager" only "Marketing Tools" that has sub menu categories of Item Promotion or Store Marketing.

Which promotion function were you looking for in particular ?

If you mean the store Promotions where you can offer store discounts based on the shopping cart, it's not available in Aus yet.

We can only offer discounts on postage.

I've seen the promotions feature on an Aus store so fingers crossed it will be available to all sellers soon.
