      <description>&lt;P class="mce-p"&gt;Are you the seller? If so, it should only tell you about 2nd chance offers if the item sold at auction with more than one bidder.&lt;/P&gt;&lt;BR /&gt;
&lt;P class="mce-p"&gt;&amp;nbsp;&lt;/P&gt;&lt;BR /&gt;
&lt;P class="mce-p"&gt;If you're the buyer, then if the highest bidder backed out or the seller has more than one of the item, they can offer it to you at your highest bid. There is no obligation on you to accept the offer, but if you want it, then you can still buy it.&lt;/P&gt;</description>
