Appeal eBay quick decision

I sold a leather jacket from The Netherlands to New York. I really needed the money and this was something worth of value ($400+). I shipped with a tracking number and signature confirmation. Only 10 days after shipment the buyer started an appeal and was refunded his money ($400+) almost instantly without ebay contacting me. Only three days later USPS attempted delivery. In total it took 16 business days for delivery. The buyer wasn't home so the package was returned to the local post office for pick-up. Is there anything I can still do?
