Unless the seller is a registered business and you can report them to fair trading there is little you can do.

Some things just should never be purchased via ebay.

If you funded the payment with a credit card you can try asking your bank to do a charge back if it is not too late.

Sometimes a deal goes sour after the protection of PayPal and eBay has expired.

Nothing to be done about it.

I have experienced a high failure rate among Chinese Li-Ion batteries.

In part due to Li-Ion batteries being a relatively new technology,

and in part due to manufacturers who do not invest in research and development,

and who have not developed adequate quality assurance procedures.

I still buy Chinese Li-Ion batteries, and have had the best results from UltraFire batteries

with built-in electronic controls to limit charging and discharge voltages.

For what they are, these high-performance batteries are absurdly cheap,

so it's no big deal to get the occasional dud.
