I would guess it was political propaganda for the 1977 Federal election - one of Labor's catch cries was "Get Australia Working Again." Fraser was PM and Anthony was his Deputy.

there was also a 3 dollar note put out for the same purposes, i have one in a book somewhere. the 12 dollar version i don't recall, i think it might be a bit rarer than the 3.

reminds me of DAAS Kapital (doug anthony all stars) i also have a 'give fraser the razor' badge.
