Problem listing an item

There is a promotion at the moment whereby the selling fee is waived. But when I try to list my item, there is a prompt that there will be the fee applied. Also, when I choose cash for the form of payment, it says I must choose an electronic FOP. But previously I read that you can have people come to inspect and pay cash, just like Gumtree. I am new to EBay and this is my first ever listing so any help would be appreciated. The item is furniture, so no postage.

You must list with a safe payment method....either paypal or a merchant credit facility but you can say that cash on pickup is preferred.

Most buyers are fine with this but you have to accept paypal if they want to pay that way.
