I bought it for its cellular connection. It finds the sim cards but doesn't connect to the internet (only wifi)

The seller from whom you purchased is registered in China. On the seller's feedback profile page (available by clicking onto the feedback percentage next to the username in the listing) is stated:

Member since: 20-Mar-17 in China

The seller's feedback percentage is 97%. For a high-volume seller, that is very poor. (I wouldn't purchase from a high-volume seller with feedback % lower than 99.5.)

You can see that the feedback shows that this tablet does NOT have the capacity or specifications promised.

You should never (as a rule) buy electronic/electrical items from Chinese eBay sellers. No warranty, item probably made of the very poorest materials, components not up to scratch, specifications faked, imminent failure of item, bad choice. Therre's a reason why the prices are so low; Chinese eBay sellers regard us (Australian buyers) as lambs to the slaughter. If we're fooled by them, it increases their face. It's our shame, not theirs.

There are other clues in the listing as well. For instance, in the Brand field it states Unbranded. That alone should tell you that this is a knock-off item produced in a Chinese factory, imitating the look and functionality of other brand name tablets but - rather than using the components which are specified in the design (components that meet the design's functionality and safety requirements) - the very cheapest and lowest quality raw materials are used. By using substandard materials, Chinese factories cut down on the major cost component since the actual manufacturing (with low wages and in many cases slave conditions) is dirt cheap. The fact that the devices thus produced are non-branded indicates that there is NO QUALITY CONTROL.

If you buy an item considerably more cheaply than the RRP, there's a reason why it is so cheap.

WHAT YOU CAN DO

How long ago did you purchase?

If the item's Estimated Delivery Date was less than 30 days ago, you should be able to open a dispute on the basis of SNAD (Significantly Not As Described). Request full refund. You'll probably have to send back the item, but if the seller's return address is in China, you should contact eBay using eBay's "Have us call you" option, and politely tell the CS rep that the listing stated that the item location was in Australia, and that it was on that basis that you purchased... and that the cost of return postage to the seller would be disproportionate to the item price, and that on that basis you request that you receive a full refund without needing to return the item, as you will be happy to destroy it upon refunding a refund. (DO DESTROY IT in that case, of course.)

It is the seller's responsibility to pay for return postage, but the issue is that when the seller is in China, they can't generate a return postage label, and since your refund would be conditional upon the seller receiving back the item, it is anecdotally extremely difficult to get back the return postage cost in such cases.

If you do have to return the item, remember that you must send it back via a fully tracked postage method. If you don't, there will be no proof of return, and you'll be out the item price, plus the return postage price.

The basis on which you would claim SNAD is that the listing states "Internet connection: Wi-Fi + 3G + 4GLTE". You would state "This device does not have the promised 4GLTE internet connection; it fails to connect. It is therefore not as described."

Do not close the dispute until you receive your refund. If the seller claims that they can't refund you while the dispute is open, that is not true. (It's a well-known delaying tactic by Chinese eBay sellers.) Once you close a dispute, you cannot re-open it. If you do receive such a communication from the seller, simply state in the dispute something along these lines: "I await full refund for this item, as previously mentioned. I would prefer to do so without asking eBay to step in. Thank you in advance for your co-operation."

If the Estimated Delivery Date was more than 30 days ago, you can still open a PayPal dispute - but come back here for further advice if that's the case.
