I do not know about one-time payments, but the following suggestions have helped others when checking out on eBay.

Try a different browser. Is it possible to pay your fees using the eBay app?

If you are using Firefox, try disabling Enhanced Tracking Protection on ebay.com.au and on PayPal.

In some cases, temporarily disabling ad blocking on both sites might help.

If you continue to have problems, go to your PayPal account, then settings using the gear icon, then Security. Try setting up Auto Login or One Touch to allow you to bypass signing in in your browser. You can disable it later if you are concerned about security.
