Probably it's a log-in loop, clear cache and cookies then reboot your computer.

Try a different browser, different sign-in link, different device.

Try signing in via the eBay app. Try signing in using a social media account if you have previously linked one to your eBay account. Try signing in to the community pages, then use the link in the upper right to your My eBay page.

Are you using Chrome? In the past sometimes I had problems logging in to sites or viewing pages that required captcha if I had a VPN extension enabled (even if I was not using it). Disabling it did the trick and I could complete the captcha quiz.

Otherwise you could try what padi suggested. It often does the trick.

Actually, to be more precise, the captcha was triggered by the VPN extension, but Google would not connect to the reCaptcha service.
