Why did eBay say wait a month?

Why play games with seller for a couple of weeks ,rather than opening an item not as described dispute?

Not a ‘return’ an actual dispute, and you have to follow through with it

The time limit is 30 days after the last estimated delivery date for a dispute

I purchased a power meter which arrived and was tested and turned out to be faulty. It's just a $20 item

I informed the seller and was offered, over a period of time ever increasing % refund amounts and suggestions of having it repaired, after a couple of weeks of this run around ,I had enough and put in a return.

Ebay says to wait a month, and once a month was up, it was cased closed ,no explanation and no appeal possible.

What did I do wrong?

Thanks,

I was trying not to be a **bleep** to the seller as faults happen

I thought "return" was the right option at the time, not knowing any better, and had no idea how to follow up

no more mr nice
