I could be wrong, but I seem to remember that eBay decided a few years back not to give members the option to change existing images or allow new ones to be uploaded.

I certainly couldn't find the options anywhere.

Go to your feedback profile.
Click on your current photo.
Click on 'Edit Profile'. **
Click on the 'pencil' in the upper right corner.
Click on 'Change photo'.
Select a photo from your image files.
