If you mean Afterpay, then yes you can IF it's shown as a payment option in the listing.

The PayPal pay in 4 should still be available for eBay buying, but it’s up to PayPal. (PayPal make it available to buyers if the buyer is in good standing with PayPal.) If you still see the pay in 4 option in PayPal when you pay via PayPal outside eBay, you should still see it for eBay purchases to the best of my knowledge.

Ebay has been phasing out the use of paypal as a payment method for buyers. If you are still able to use paypal for ebay purchasing, then it will be up to paypal if you can still use the pay in 4 option.
