How do I charge one flat rate shipping fee for multiple purchases?

I have just commenced selling sterling silver via my eBay account. I want to allow buyers to purchase multiple auctions in the same transaction and allow a flat rate shiiping fee of $8.95 for the buyer, irrespective of how many pieces of jewellery they sell.

Just when I think I have it right I had a friend add things to their cart olny to find some of the items in their cart were free, and rather than being charged the flat rate of $8.95, some of the items in the shopping cart included additonal postage. For example, they put 10 items in their shipping cart, 7 were listed as free shipping and 3 had charges of $8.95 each bringing the shipping charges to $26.85. For these 10 items the shipping rate should be only $8.95. What am I doing wrong? Can someone give me a step by step guide? Thank you.
