If I sell a virtual/digital item, does the buyer have to confirm they've recieved it in order for Ebay to release the money to me ?

you need to check if the items you are asking about are permitted on eBay.au

In the past, those selling digital items usually had a component that could be posted e.g. gaming credit/code passwords, print copy of concert e-tickets

You need to list in the correct category for a start

And I imagine the hold on funds would also apply to you, like they do all new sellers
