Don't buyers get penalised for not paying any more? It wont give me the option after "CANCEL ORDER" to report them. 8 days since item sold. Please help

Yes, they will get a strike against their account if you report them for non-payment.

Have they actually not paid full stop?

Or have you not signed up to Managed Payments so won't get your funds at all

Or have they paid and your money is on hold due to you being a new seller in eBay's eyes and your funds will be on hold for 30 days?

If they have not paid at all and it has been 8 days, then yes, you should have the option to select 'buyer did'nt pay'

I have the same problem with buyers no paying for goods they agree to buy on eBay.

How are they penalised for wasting everyone's time and money?

As has been answered above. And via the link given above (which is all eBay allows) Be sure to put them on your blocked bidders list as well
