With all the new changes, transaction holds vary from seller to seller but I think eBay will now treat you as an occasional seller:

If you're signed up for managed payments, the payout "may " be transferred into your account for your last sale but as you're on the Free Selling plan, and if it hasn't happened already, your payments will soon be On Demand, not paid into you account automatically
