Items were bought but soon after (a few hours) purchase it was cancelled. Seller charged postage but did not actually send any items. When refund was requested full refund (including postage) was not given.

The money will go back to your funding source (bank account) when processed.

If it doesn't turn up then open a dispute under eBay's Money Back Guarantee.

I launched appeal but it was denied. I have cancelled ebay plus subscription as a result of my disgust at how ebay did not honour their money back guarantee.  I've lost money that was illegitimately not refunded by the seller where he refunded the cost but NOT shipping!

I never subscribed to eBay Plus as it didn't give me any real benefits, but as far as I'm aware the MBG has very little to do with eBay Plus.

Any member can access the MBG whether they're an eBay Plus member or not.

That said, if the item you bought had the eBay Plus tag on it then postage would have been free anyway.

What was the item number (RHS of the listing page, about half way down) ?

It sounds to me that the OP only dealt with the seller and didn't open an ebay case at all.
