A seller of a motorcycle wants a deposit before he obtains safety certificate and supplies VIN number to carry out vehicle checks.
If the motorcycle is not compliant, how can I get my deposit back
Not at all sure that you can - perhaps if you pay via PayPal, you can dispute the transaction somehow.
