Disputes and Chargebacks

I purchased an item off eBay for roughly $50 AUSTRALIAN who they 'supposedly' sent via USPS. I have not received a tracking number since, and the last time I talked to the buyer was when she told me she had sent the item. I tried to message, email, facebook and call her with no reply. She has nothing listed anymore, and her last feedback was only a couple of days ago with items that were sold a within August. I then opened a dispute with Paypal, but like expected, I received no reply. If I were to get a chargeback through Paypal, I just find it quite a hassle to have to wait such a long time to get my money back.. Is there possibly anything else I can do?

 

Does anyone know if I should check my local post office to see if it has arrived there even though I have not received any notification to come and collect it? Is that the case when you are receiving USPS mail from international countries to australia?

 

Also, if Paypal was to give me a refund on the item, does the money come from Paypal or from the seller's account?


This is regarding another item I purchased, if I were to get a chargeback from my bank company, how would I do so?
