Hi, a few weeks ago I purchased a bamboo tea whisk for $11.39 and some time later I received a small, thin post bag with a tiny bamboo spoon/scoop - like the sort you get free with an icecream cone. I have sent several messages to the seller, including photos of the packaging and scoop, who suggested I check the packaging again - NOTHING could be misplaced in that small/flimsy post bag. In one message they offered me a refund and I accepted - then they offered me 50% refund! The last message was an offer of 70% refund - I feel very angry and ripped off.
I have been looking through the eBay blurb on their money back guarantee and can find no actual way to contact eBay re the issue. It is not a great deal of money but it really bugs me that they can do this and get away with it - imagine how much money they would make from people if they did it to several hundred people.
Can someone PLEASE HELP ME.

Open a dispute for item not as described and go from there.
Follow the prompts and adhere strictly to the timeframes given. If the seller does not refund you will get the opportunity to ask ebay to step in.
Hi, did you actually recieve any money from the seller in a form of a partial refund? If you have accepted refund offer then you may have lost your chance to do a claim via eBay.
